Subsidized Child Care is funded by the PA Department of Public Welfare, Office of Child Development and Early Learning to provide financial assistance for child care costs to eligible families.
Eligibility Criteria:
- Child is a US citizen
- Resident of Centre County
- All parent/caretakers must work an average of at least 20 hours a week; or
Work an average of at least 10 hours a week and attend an accredited training program an average of at least 10 hours a week. These programs include: Adult basic education, English as a second language, 2 or 4-year undergraduate degree.

Apply to the program by calling the CCIS and ask for an application. We will collect some information regarding family size and income from you and let you know if you may qualify. You may also apply online at www.compass.state.pa.us.
Submit the completed application to our office by mail, in person, fax or electronically. All applications will require verification of employment, income, address, and training (if applicable).
Parent choice program. You can choose to use any child care provider (Center, Group Child Care Home, Family Child Care Home, Relative/Neighbor) who meets your needs, is considered legally operating according to PA DPW, and is willing to sign a provider agreement with the CCIS. Waiting List. If you are eligible for subsidized care and funds are not available, you will be placed on a waiting list. The date of your application will determine your placement on the list. Funding is available on a first come, first serve basis. CCIS will fund your child(ren) from the date funds are available, not from the date you applied.
Pay a co-payment. Once funding has become available, you have completed your face-to-face appointment and are enrolled, you will be expected to pay a weekly co-payment that is based on your income and family size. The co-payment is paid each week to your child care provider and the CCIS will try to pay the remainder due. PLEASE NOTE: Some providers may charge more that what the CCIS can reimburse and as a result, you may be charged the difference by your provider. It is best to ask your provider about these charges in advance.
